Because the article is about the "Toughest" chicks.  Not the "Most Useless and Prone to being Kidnapped" chicks.

And judging by the sheer number of people that dress up as The Baroness for cosplay, it's sad that she was left out.

The fact that Lady Jaye and Scarlett were put over her speaks to her level of being badass.  She's great at being bad, but "badass"?  No, not really.

It does say "Heroine" so maybe they excluded all villains.

Welp, looks like our bases are covered here.

Totally agree with all of those objecting to the inclusion of Jem, but you need to expound a bit here for those not in the know.

Jem was in no way shape or form 'badass'.  Jem was a whiny little snowflake with overdeveloped entitlement issues who couldn't even begin to compete on a level playing field.  She led a band that won the competition each week, but only because she *cheated* each and every time, with her illegal, hidden, secret tech advantage.

The deck had to be stacked entirely in her favor, or she'd cry and go home.  Hey, here's an idea - let's give the other bands the same magic alien technology that Jem cheats with, and *then* see how we she does in the contest.

/ Seriously, I have trouble thinking of a worse role model.

// I remember the *really* badass heroines, like Mrs. Emma Peel.

Jem was okay but the Misfits' songs were better.

Oh come on!  If we are gonna go there we might as well just say Lancer was a badass chick.  He did dress in drag after all.  But my vote goes for Claudia and the Bridge Bunnies.

Heh.  Dana was one of my favorites actually.  I think a lot of people didn't like that she acted like a little girl from time to time (but she kind of *was* a little girl).

Rook *was* a badass...if for anything, having to deal with ruthless gangs in the wastelands when she was a kid.

Well, she wasn't in a TV show.  But yes, badass.  Too bad that during the 80s all we had was the stupid dub of that movie ("Warriors of the Winds" of course).  I actually have it on recorded VHS...from the 80s.  I still liked it but didn't really know how dumb it was compared to the correctly dubed version that was released a few years ago (which I also have)...when you actually had famous actors scrambling to be a part of a Miyazaki anime (though Cam Clarke did a voice in the first English version).
