My first reaction reading the story was that if they tried to implement it in the US, every single comment on every message board would get flagged as "terroristic" because someone disagreed with the content of the post.  I know this because it's the first thing I would do.

That would be quite a monkey wrench.

Have fun parsing through 10 billion clicks from the first day alone if this were ever implemented because people are people and they like to abuse things.
Not to mention any malware, bot, et al that would likely be created to flag every possible thing on the Internet as terroristic, for teh lulz.

You're not wrong. The guy from a few weeks ago, pointed a gun at his daughter over getting two B's? Charged with terroristic threats. Uhhh... what happened to good old fashioned battery? That charge still convicts people, right? Yeah, but it doesn't pad the stats for that sweet Homeland funding.
