I think this one makes more sense:

hoarding noun ( ADVERTISEMENT )(US billboard) a very large board on which advertisements are shown, especially at the side of a road

/but it looks more like a facade to me

Sometimes it has holes in it so you can look in.
Usually it's covered in posters and graffiti?

That's hoarding.

It's a very common word in the construction industry.
