Depends on which states had it in place.  Romney would have kicked butt in VA, but would have needed similar policies in place in nearly 10 other states in order to make up the difference across the entire map.

Still, the mere fact that this is being discussed is asinine to the 11th degree.  Vote-rigging like this is the kind of shiat that occurs in 3rd world countries run by despots.

Sounds like the GOP is going to convince the country to go to a purely popular vote to counteract their undemocratic shenanigans.

So rather than only hitting a few swing states, they'll hit only the major metro areas.

Frankly, I'm disappointed in the lack of ambition demonstrated by the GOP here. Why split the electoral vote by the popular vote? Instead, they should award the state's electoral votes to whichever candidate wins the majority of the state's (gerrymandered) congressional districts. It's no less legal, and this way the Republican candidate gets all the EV's. If you're gonna steal the election, why fark around with half-measures?

Yeah, but the constitution is working in their favor. Basically, a state can divide up it's Electoral Votes however it wants to without a constitutional amendment. But eliminating the electoral college absolutely requires a constitutional amendment, which is basically impossible (unless you do it on a state by state basis; IE, have enough states agree to give their Electoral College votes to the popular vote winner-some states have agreed to do this if they get enough which they don't have yet).
