It was in the employees' restroom, not the public one.  I'm guessing he was looking for drug use, not sexual gratification, and so the privacy violation was the best the cops could do.

Hmm. I'm having problems with Occam's Razor on this one. Is it more likely that a pizza shop manager's a control-freaky douchebag, or a perv who wants to watch his workers take their pants off?

Speeding tickets aren't misdemeanors. You can do jail time for a misdemeanor.

Erm, I think that's the present. The cameras exist and are not cost prohibitive.

Similar thing happened at a pizza joint I worked at in Georgia. It was owned by two brothers, one of whom was really creepy and weird. We were sitting in the lobby one day, joking that Stephen probably had cameras in the ladie's restroom. As a joke, we all went into the restroom to look. Much to our chagrin, we saw a little red light up in the ceiling. He had a video camera, and a VCR (this was back in the early 90's, y'all) set to turn on when the lightswitch was flipped. We called the cops. When Stephen came in to work that evening, he had two videotapes on him. The cops prosecuted him on (I think) 46 charges...1 count for each of the 45 women on the tape, and 1 count for the drunk guy that went into the wrong restroom. If I remember correctly, he was sentenced to a year in the looney bin, and a year in prison.

What could you see on the camera anyway? Unless someone is fapping in there, you've just got flaccid peeing or seated stuff. Pretty lame fetishes.
