This is a funny story, and I am glad about the happy ending, but I do wonder - why was the fine not upheld? I mean, I would assume that a pet owner has a responsibility to keep the pet under control, and I am sure there are fines for dogs pooping outside if the owner does not pick it up. Why is this any different?

This is Australia. They probably have a well-set legal rule about sheep or goats eating the wrong plants and it doesn't apply to flowers outside a city museum, so they don't send in the SS.

Maybe because they charged him with vandalism and not a minor pet ordinance infraction?

The fine for dogs pooping isn't for dogs pooping at all. It's for the owner not cleaning it up. If they'd charged the guy for failing to take adequate control of his goat (and I'm betting there's no such thing on the statute books) he'd have been bang to rights. The guy vandalised nothing.
