It's not a rocket propelled cat. It's a cat propelled bomb. The bomb is strapped to the cat and presumably it would take that bomb with the burning fuze in the picture and go to the enemy with it. Of course, anybody who has ever dealt with cats knows that all that will happen is it will do figure eights around your legs and blow off your junk.

I think there should be attack cats. Instead of sending in the attack dogs to a barricaded suspect, hostage taker or whatever, you drop a sack of attack cats through the a/c vent. A few minutes later, the suspect comes staggering out with attack cats wrapped around his head, his arms and legs, his crotch, all their claws and fangs dug in, screaming in agony "I surrender! Get these cats off me!" A couple of those, and you wouldn't even need to send them in. The cops would just yell "Throw out your guns or we're sending in the cats!" and criminals would beg to give up.

It would be beautiful.

My roommate's cat would randomly do that to people. She was kind of evil. Probably not predictable enough to do what you're proposing, but if you had 20 of her it would have eventually worked.
