Aha, here it is. This is how Abrams handled things -- Elliott Abrams -- Pleaded guilty October 7, 1991, to two misdemeanor charges of withholding information from Congress about secret government efforts to support the Nicaraguan contra rebels during a ban on such aid. U.S. District Chief Judge Aubrey E. Robinson, Jr., sentenced Abrams November 15, 1991, to two years probation and 100 hours community service. Abrams was pardoned December 24, 1992.

it shouldn't even be about the total number of cables. anyone that has worked for the government knows that if you don't spend the all the money you get now, they may give you less later. (they explain this in that Voyager episode where they kidnap the doctor to work in that evil hospital).

I doubt that a single diplomatic mission out there requested less money for security. Every single mission must have actually requested more money for security at some point this year. It may have been an error not to give it to the Benghazi consulate... but i doubt that anyone can ever get all of those right.
