I've seen far worse headline fails than that, subby. It's not inaccurate and it's kind of a stretch to say it implies that the infant was driving. 2/10.

So subby you're saying that the infant was not involved in the pursuit? If he /she was in the car I'd say that qualifies as involved.

Well, considering subby used the phrase "actual headline," which was then followed by the entire headline, I'm guessing that, yeah, he/she was referring to the headline. Meh.
