FTA: If either chamber fails to pass a budget, its pay would be put into escrow...

They are probably somehow hoping that the House can pass a budget that the Democratic Senate would never support, and when the Senate declines to pass the budget, they will suspect the pay of the Senate.

The only way this might work would be if the pay of both the Senate and the House get suspended if they cannot agree on a budget. Even still, I say we get to April 15th with no budget and Congress will vote to delay the pay suspension for another 6 months.

They do not handle being out of power very well, do they? Religious ideology and the real belief that they would create a 'permanent majority' under Karl Rove drove them. Obama's election in 2008 shocked them. His re-election equally shocked them. Now that they are still in the minority, after 4 years (and will continue to be for another 4) this is driving them insane.

They're starting to realize that grandstanding until the last minute is starting to have real-world consequences, both in regard to the domestic credit rating and their own electability. So, buy a few months of grandstanding. It's a solid plan, politically speaking. They can get a good 60 days of theater and base-riling out of this one before having to do any actual work.

George W. Bush and everyone who was on his cabinet (except maybe Robert Gates) are pretty much stuck in the US for the rest of their lives and cannot travel to any other country without fear of getting arrested for war crimes and crimes against humanity; the Republicans' Congressional delegation seems to want to avoid this fate.

There are prohibited by withholding pay from anyone in the Legislative branch by a Constitutional Amendment. The most they could do is hold it till the end of the session, then they would all get paid in a lump sum. This is posturing.

Also, it's not the Senate's job to pass a budget tards. Their goal is to make the American people think it is so the Democratic Senate will get the blame (it will probably work for about 30% of Americans too ugh). But in reality the Senate is under no obligation to create their own budget.

So I don't get this "need a budget" talking point that I hear so often. Don't we have a budget that has just been extended with continuing resolutions? Why do the House Pubbers want a whole new budget out of the Senate Democrats? So they can tag the Democrats as spenders once it gets released?

If I remember my procedure correctly, budgets have to originate with the Executive branch with the help of the CBO. It then goes to the Congress.

No. the President "creates" a budget, which is merely a recommendation, to send to Congress. The president's budget is created by OMB- Office of Management and Budget (executive branch).

It is sent to congress. The house writes a budget bill, passes it, sends it to the senate. the CBO- Congressional Budget Office, works on the bill with Congress. If the Senate passes a bill, it goes to the President for signature.

Pretty much this.

I doubt that once the House and Senate pass their respective budgets, there can be any meeting of the minds. We'll probably be looking at continuing resolutions for a while.

While spending has slowed, it is still much higher on average than either Bush or Reagan's tenure. That has a direct impact on our deficits which are still much too high to be sustainable. There is no doubt that we need to still decrease spending.
