I live in a very small town, that a RR runs through, and when the train is way off, but heading to the town, the rails set up with odd harmonics, that you can feel and hear. I wasn't sure what they were until a townie told me. It was very unsettling at first.

I'm less than a mile off I-75 in NW Atlanta, and you can subtly hear the freeway from my yard any time, day or night, but it's not too annoying. About 3/4 block away from me, it's unbearable, like the noise is being bounced right into this one spot, you can't speak to another person, or on your phone, in a normal tone. The noise window is about 30 feet long and is known to all on the street.

No, because you're wrong. The turbines are out in the county, while last I heard most of the hum complaints were in west Windsor, meaning the collected sound of the wind turbines would have to be amplified and focused toward the west side without anyone else across the rest of the city noticing any effect. AFAIK, turbines have been eliminated as the cause. Best guess so far is something situated in the industrial area across the Detroit River known as Zug Island, but so far no one knows what, exactly, is the source, and the governments on the other side of the river haven't been entirely cooperative in the matter.

And in the summer, when there are leaves on the trees.
Once all those fall and there is nothing to buffer the sound, well, I live in Fairfield, and can hear the trains in St Albans like they are next door in the wintertime.
