Remember that any modifications made to a soldier have to carry over to their civilian life. Making unstoppable superweapons who can set fire to people with their mind is not going to be popular with the media when they catch on the only use for them is as one way suicide troops.

The number of those you'd need to execute highly specialized missions supporting conventional troops would be so small that the program could easily be 100% black, with no accountability, no need to manage the media, and no need to reintegrate the weapons into civilian life later.
