It's not news. It's not even Fark. It's a photo of a politician near another politician in a situation where he should be. Oh, but the one in the back smiled a little.

Yeah, I don't really get it either. They must really be desperate to write about something if they have to stretch the meaning of "photobomb" like that.

Though I will say, after listening to hundreds of hours of Schumer in congressional hearings over the years, that man is really in love with himself. Still, I'll take Chuck Schumer any day over some of the Ayn Randian morons we have infesting our legislature right now.

The Chief Justice traditionally performs the ceremony. The First Lady traditionally holds the bible (or sacred text of the President's choosing--though we have not yet elected a President who has chosen a text other than the bible) as the President takes the oath of office.

I can't find who held it for Buchanan, who was unmarried when he took the oath of office, and Teddy Roosevelt opted not to use a bible at all when he took his first oath of office. It's traditional, but not required.
