Supposedly some of the e-stim hardware out there sold by places like Mr. S Leathers and J.T.'s Stockroom will do that, if you use the right settings. (Not linking, but if you go looking, your results will be very NSFW. You may also need brain and/or eye bleach after reading some of the relevant websites.) No personal experience, though.
