The victim in this case is a 47-year-old man from New Jersey.  It is not clear why he had diamonds in his possession, or why he did not take them inside the restaurant with him while he was eating.

Because the scam wouldn't have worked as well?

If he was a diamond dealer then it would be normal to carry them around; its not like the article actually talks about how many diamonds were in the bag or of what size. Dealers don't ship diamonds around in secured crates, they actually just carry them in bags and go to the local exchange which is some nondescript building.

The headline makes no sense.

"Witnesses describe a small deer and rabbit" would make slightly more sense (although not much more) and be so obscure that I bet no one here could get it without searching.

Maybe, but the key word is "carry" here. Leaving them in a bag on the front seat is a little risky.
