Based on what I heard on talk radio (this is local to me), the quote you posted here is referring to the people who hit the car and woman, and then fled on foot. It's confusing because they should have said that BEFORE the part about the second accident, and probably expanded on the fact that they don't yet know if the man or woman was behind the wheel when the fled.
