What he stole was barely relevant to the story. The relevant parts are that his sister's kid needed it or they'd die, and that he got like 20+ years in forced labor for what a day's work would have paid for. Those days the thinking was if a punishment were severe enough, no one will commit the crime! But that isn't how the human psyche works.

That thinking does, however, lead to a good source of cheap labor. Not free labor; you do have to feed and clothe them after all.
