The heads appear to be medical samples at first blush, Brian Bell, spokesman for the Department of Homeland Security told Chicago Herald Sun.

If you're shipping medical samples anywhere you need some sort of documentation.  Especially if it's international.

All carry on luggage must fit under the passengers seat or in the over-head bins. Three large or four small heads would be a maximum, but some of the overhead bins are narrow and may prove a difficult fit.

Passengers travelling with more than two heads should plan to check them in as regular luggage.

Have you considered shrunken heads? You can carry four times as many shrunken heads as regular heads.

Well, since this is Chicago I'm going with "force of habit", since most of the heads they come across are NOT for medical research.

The FA said that the heads were properly preserved, packed and marked as medical samples. So there was documentation. I'm told several of them even had valid Illinois voter ID cards.
