That's kind of confusing as written.  My problems with balks arent with "faking" to 3rd.  It's kinda like shooting fouls in the NBA; the stars get the calls.  The elite pitchers get away with balks that other pitchers do not.

This year, any pitcher who fakes to third and doesn't go there with the ball will be called for a balk, according to ESPN. MLB is making the change unilaterally after the MLB Players Association delayed changing the rule a year ago. However, the league hopes that players will approve the change, anyway.

Balk rules are going to be confusing to people, it is just the nature of the infraction.

I am still bitter about getting picked off at 2nd base in little league when I was 15 on an OBVIOUS balk. I was working as an umpire at the time for the under-13 leagues and also playing on the JV team at the high school, and was pretty confident in my ability to spot a balk.

/I wasn't even stealing, just getting a big secondary lead, and the little twerp pitcher (sorry, didn't like the guy...) completely stopped his forward motion to the plate to turn back to 2nd and pick me off.

There goes another great tradition, yelling "Balk!" after a fake to third. Even though everybody that's yelling knows it isn't.

It's Pettite's regular move to first that infuriates managers. His and Buehrle's. They flirt with the 45 degree angle rule for lefties on moves to first. I haven't seen a right hander fake to third without faking to first in the majors. Little League, perhaps, but not the bigs.

Jeff Nelson used pulled the fake to third move a lot, and now Michael Kay calls the move "the old Jeff Nelson".

What they really need is a pitch clock. Can't deliver a pitch to the batter in under 30 seconds? That's a ball. Pitch clock gets reset everytime the batter steps out. That should fix both sides of the equation.

It's supposed to be 12 seconds between pitches, and batters can only step out after foul balls. Neither is actually enforced.

People keep saying this, but it'll never work. Gives WAY too much power to guys on base.

Then it's throwing to a base unoccupied by a fielder, so that's a balk anyway.

No. A movement towards first or home must be a throw, else it is a balk.

You could fake only to second or third before this rule change.

Take out the preposition phrase and it's read as "If your the kind who hates seeing a pitcher...," it's correct.  "Who" is referring to "kind," not "fans."

If this was a legit question, when a balk is called, all runners advance a base. If a runner was on third, a run scores.
