Ha!  I ended up seeing some of that, but I went to bed when it went on so long that all the news stations got bored and cut to regular programming.  I assume they finally caught the guy.

The news announcer sounded like he was describing the repeated actions of the driver. Like, "He does this each time, slows down right after the light ... then gets in the wrong lane of traffic..".

You'll notice the car was not in the process of turning when the convoy came into view outside the window. TV stations do these things on a delay ever since some guy or three died on the air. Maybe someone who recorded the chase might figure it out. Odds are low.

This was farking staged. Why exactly was he filming the TV? This is LA we're talking about. Some dumbass probably got involved in this high speed pursuit on purpose in order to get his friend to film it like that.

Judging by the wire glass in the windows, I'm guessing this guy's using his phone as a cheap alternative to having a VCR.

But I'd need to see the duct-tape-and-cereal-box kitchen cabinet doors to be 100% sure.

Because not everyone has a computer near their television with a video in port and appropriate software setup and running but most people have phones in their pockets that can start recording the tv in a few seconds. He likely knew it was his neighborhood and was recording it because of that. Even if they'd already passed his window ten times, that would only make the surprised tone in his comment fake but the rest would still be real.
