It's not that hard to find accomplices. In a few places, male/female ratio is like 1000/940. Sex before marriage is frowned on generally and so is being gay. Most of Indians have to be married to have sex. And so, there is a percentage of population who are poor who never marry and they resort to this. Making tough laws isn't exactly an answer. The laws are strict enough, there are simply not many enforcers
