It doesn't exactly say his pants were undone. If they were, I would think they would have led with that. I think RobSeace was right, pissed off a cop is the real charge.

I hate to interrupt your cop bash-fest, but many cities have ordinances that state loitering as hanging around closed businesses with no reason for being there, especially after dark. Something about people getting their places of livelyhood broken into makes them not like people doing that.

How is it "cop-bashing" to state that pissing off a cop is likely to result in you getting charged with something? If I had the power to criminally charge everyone who pissed me off, you're goddamn right I'd do so too! If a cop tells you to move along, you'd be wise to move the fark along... I disagree with that sentiment, but there is a point to be made in this. The time to argue the nuances of your constitutional rights is not with a person who has to carry around a flip book of state and local statutes to know what to charge you with, and who's education in law was a six month course at a state academy, and who has just told you to move on from a place you have no rational reason to be anywhere near in compliance with local statutes.
