"Safest" doesn't necessarily equate to "what changes one's mood the least".

In traffic jams you want music that will reduce your frustration levels, but for tired commuting you want music that will wake you up.

As an ADDer I need music to keep me focused on driving; without music my mind may wander to unrelated areas, and behind the wheel is the worst possible place to zone out.
