A little perspective would be nice given that Texas educates more ESOL kids than any other state by a factor of somewhere around three.  It's hard to pass tests that aren't in a language you speak.

The given article makes no mention of Texas cutting taxes. The article only describes Texas cutting spending, primarily in education. The increased revenue from taxes on sales and energy lead to the surplus.

I don't disagree with your point, but how is shop/trade class not fluff? You listed reading, writing and math. Shop/trade isn't any of those three.

Another reason most schools have dropped shop/trade is insurance. You have a power saw or an acetylene torch and some kid goes bonkers with it and loses a finger or an arm, that's not going to do well to the school district's insurance premium. Same with other sports besides the standard sports (even though football is such a high-injury sport). When I was in high school, we had trampoline, archery, golf. They won't teaching any of that because insurance for them is too high, and some insurers don't even have a policy for the more esoteric sports like fencing or archery. You can't even get a policy for them.

Teaching social studies is much cheaper on the insurance premiums.

After my son told me this, I made him read the book "The Good Old Days - They Were Terrible" to get a better idea of how "clean" and "healthy" things were back in the 1800s, let alone earlier.

All they actually did last session is authorize departments for 4 years but only approve the budget for 2 years. This is like "saving" half your weekly grocery budget by only purchasing 3 days worth of food. You didn't really save anything, its just a little trick you played to make yourself feel smart.

Also: Texas is also very good at getting Federal funding for almost everything. Easy to run a surplus when big government gives you money for everything. Texas is most often the answer to "where does the Pork barrel spending go".

Try cutting federal dollars spent, then report back.
