I've been drunk a lot and been drunk in public a lot. You have to be a serious dick head to get arrested for being drunk in public.  Like taking your clothes off in the street or calling people the "N" word in public to get arrested.

Threadjack: Am I the only one who thinks that the Clintons don't really count as a political royal family (at this point in time)? They're husband and wife, not parent and child, and unlike the Bushes, Kennedys and whatnot, they earned their positions from the bottom up; neither of them were born into any sort of power and the name meant nothing until Bill's election.

Of course, if Chelsea ever decides that she wants to ride their coattails into a congressional position, then that would count.
