Why not just make him carry a powered-on cell phone? With additional software you can use it to record everything he says or that's said to him too. The FBI does it: it was in the news last week, They could even make him pay for the airtime involved!

How would you know he was carrying it, and hadn't left it on his settee or given it to a friend to carry. The tags notify the monitoring service at once if the strap holding them on is undone.
