Two lanterns often behave exactly like that, and seem to pivot around each other, because they're caught in separate air currents. You can see this every single night in the hippier part of London.
db2: Just because it's "unidentified" doesn't necessarily mean "of extraterrestrial or supernatural origin". Could be military, meteorological, geomagnetic, or any other mundane object/phenomenon. Doesn't mean it isn't worth trying to figure out what it is, though.
