Well... to begin with you aren't that bright if you buy scratch off tickets in the first place. It's not much of a stretch to believe if someone is stupid enough to buy them in the first place, they are stupid enough to not be able to tell if they matched 3 sets of numbers (or whatever the game is)

I've stood in line and watch scraggly homeless farks buy 20 dollars worth of tickets and then proceed to scratch them RIGHT there. Some people deserve to be homeless and using a rat for a pillow for crap like this.

Now we the tax payers get to support this fat ugly whale for however long in jail - chop off her right hand and be done with it. Simple, clean, cheap, and you can be sure she wouldn't steal ever again.

I am all for this for thieves. It would make it so much easier for stores to watch for potential shoplifters. Look for the lady with the hook back by the porterhouse steaks.

I buy them every once in a while. A few months ago I won $20 on a dollar ticket. When I went to cash it the guy asked me if I knew how much I had won. Having heard stories like this before I said that he has the scanner and he knows how much I won. He asks me again "just to verify". I said give me the money and I'll tell you if it's the correct amount. I have no idea if he was hoping I'd say a lower number so he could pocket the difference or if he really did want to verify. Who knows, maybe somebody earlier accused him of shorting them and he was being cautious.

My daddy's chauffeur informed me that lotteries tickets can be redeemed for cash, therefore this is tantamount to the most heinous of crimes theft of money!!!

You think appeals courts just toss out convictions they don't like or don't think should happen at whim? Sorry they go with the law and when the law says its a felony to defraud the lottery then its a felony regardless the amount of the money stolen and the appeals court will laugh your ass out when you try to say its such a small amount to ignore the state legislature and write 'court law'.

I think her dumbest move in all of this was giving the ticket back when he "stormed back in" asking for it after talking to his friend. :P She got him to throw it in the trash in the first place, she should've immediately taken that bin out to the dumpster and mixed it up real good. Instead "oh sure, here it is back I'm sure this evidence won't come back in any way to haunt me."

I must live in an area with really honest clerks. I get scratch-offs from time to time. I've actually won $100 a couple times, and $50 at least a few times.

This is the thing about the honest clerks. I've gone in to cash in my $10 winner, and the clerk says, "Cool, $25". That's always nice.

I have never once had a clerk rip me off.

The whole reason things "keep going the way they are going" is because jail these days isn't really a harsh punishment. Yes, there are isolated areas of prison rape, but by and large if you get hauled to jail for stealing, violence, or any of the other standard stuff you are basically on holiday. Free food, free medical care, free place to sleep, no rent, plenty of time to work out, and if you are one of those crafty inmates you will exit the system with MORE knowledge of crime and a stronger social network of criminal friends. You have countless examples of homeless guys who go and stir up trouble just so they can get a hot meal and bed to sleep in at the local jail.

If you want jail to be a deterrent you have to make it really really bad for EVERYONE that's there. If you knew that you were going to be cold, sick, hungry, and at risk of being beaten up every single day - people would think twice. We would save untold millions and at the same time reduce the glamour of this "thug life" that's been idolized.

Most of my focus is on theft of violence - i really don't give two craps about the 18 year old who got caught with a bag of weed on him. I think drugs are stupid - but who was he hurting really?

I'd bet everything I have on theft dropping drastically 6 months to a year if we ever instituted a policy of cutting of a theifs hand. The social reinforcement / shame aspect alone would be a huge benefit to society. In a single generation we could teach the kids JUST how wrong stealing is and what the consequences are.

It ain't rocket science and would go a long way in fighting fraud and theft.

The state lotteries have an expectation of making some money on winning tickets that are disposed of thinking they are losers.

This happened to me in Land O' Lakes, Florida except it was $500 instead of $50. He said I won $5 instead of $500.
