They are people who knowing full well they could not afford the cost of a hospital delivery chose to have one anyway and now can't pay for it. When you don't pay someone for services rendered, that's generally considered theft of services and that makes you a thief. That said, I don't think it's the Hospital's job to arrest and/or detain them. They should call the authorities and let them do it. That way there's chance, emphasis on chance...because after all, this is Kenya, that the women won't get beat and might even be able to leave once the initial arrest has taken place.
