fusillade762: I Googled but couldn't find much more info. "Football choking hazard" brings up two other articles from October. The comment from Bellco is included in both:

In other words, rather than "The EU is requiring..." it's "Some deranged Irish manufacturer claims that the EU is requiring, and nobody else thinks that."

Best guess: the manufacturer makes a lot of other toys that really do match the EU choking hazard standard, and some lazy bugger in the graphics department copied it into the packaging for this one. Rather than admit they'd screwed up, they decided to blame it on the EU, because after all, the Daily Fail will always believe anything you tell them that makes the EU look bad.

People complain about excessive lawsuits, then when something like this label thing happens, there's complaints about that. Myself, I'll take the labels over some lawyer making a fast buck over any kind of stupid case involving soccer balls.

RandomRandom: This is how the Daily Fail riles up their readers. They publish a story that is mostly a lie and feeds an existing perception of their readership. In this case, the perception that government is worthless and makes regulations just to make regulations.

And the people who would believe it never do their research. The people who would do the research have probably done so before and already don't believe it.

If soccer balls actually choked their adult users the world would be a better place

I'd bet this would make sense if a journalist had been involved and asked why the rule exists. But, it's the fail.
