Why didn't they get the otters to sign on with that deal? Problem solved.

We need new Federal legislation governing otter movement.
 
This could harm the children if it's ignored. If the otters won't comply (and why wouldn't they if they have nothing to hide?), they must be terrorists.
 
Otters are everything that's wrong about our country!
