Officials said Clinton will ask Congress to transfer $1.3 billion in money allocated to Iraq. The funds would be used for additional Marine guards, diplomatic security personnel and security improvements at U.S. missions overseas.
 

I guess the fact that the money was cut in the first place is scandalous

The result, it said, has been inefficiencies that sacrifice security for savings.

We may as well go ahead and get this out of the way.
 
The report also concluded that, contrary to initial reports by the Obama administration and by media outlets, there was no protest outside the outpost ahead of the attack and that the assault on the diplomatic compound and the CIA annex was carried out by terrorists.

If the problem is that the Administration wasn't fulfulling it's quota to incite outrage amongst conservatives, this might be a scandal.

Inadequate security after people are murdered?  I guess you pretty much have to go with that.  What are you going to say?  Example: "Even if they had double the the amount of security they probably all would have been killed."  Who wants to here that?
 
The sad truth is, you have to risk manage how much security you provided.  You could double it for every US embassy in the world but it would not halve the risk.  You reach a point of diminishing returns.  There is always a residual risk no matter how much you spend.  The unfortunate truth is that the pragmatic goal cannot be 100% security for diplomats.  You you had riots in 20 countries.  Germans lost diplomats as well.   Is it worth an extra $1B to save 4 diplomats?   How many lives could $1B save in the US just by training/hiring more police, paramedics or whatever?

1) So if I understand this report, they acknowledge that there were failures, and security needed to be better, and there wasn't a protest like first suggested...so there was some legitimate botching on this somewhere down the line. However, the committee doesn't suggest a deliberate cover-up occurred by anyone. The closest might be the point several people here and in the media have harped on already, the suggestion that the attack was due to a protest. The other side of the argument is that the initial explanation was due to incorrect information gathered by the CIA, which was fed to various people, and that it wasn't out of malice, correct? I just want to get my point/counterpoint straight.

2) My take on this: whoever farked up here, let their heads roll. That's all there is to it. Either way, we're going to be hearing of this "Administration-ending impeachable scandal" from Conservative Fark headlines and the conservatives in the media well into the new year, maybe even into 2014.

Such conspiracy theory is unnecessary when conservative pundits can claim that the report entirely blames the President and his administration for security failures in Benghazi regardless of the actual content of the report.
