I can think of a spot in Dallas that could use a small nuke just to undo 100 years of "We have to build these roads this way because that's how the cow paths converged before the levees were built." Just a few kilotons, non-residential, probably just break every window downtown.

Getting wiped out should be used as a launching point for not making the same screw-ups as prior inhabitants.
