Congressional districts in every state choose an elector to cast the official ballot of the region. In most states electors must pledge to vote for the candidate who receives the majority of the vote in their state.

One of Obama's 332 was a very small Electoral Vote - Puerto Rico or DC or Nairobi or somewhere in Maine...

Nah; it's Romney with one too many votes (should be 206). Either the person made a typo or there was a faithless elector (in which case Obama got 331 votes)
