jtown: Why didn't she report her missing surfboard in the first place? Not saying she should have been thinking about heading off a search and rescue operation but it seems like the most obvious thing to do because it would significantly increase her chances of getting the board back if it was ever found.


Because the ocean is a really, really big place? And who would she report it to? I doubt the Coast Guard runs a lost and found for the ocean.
