Think of the situation more broadly. Being locked out of your car isn't, in itself, an issue. It's only an issue when it's stopping you from accomplishing a goal. The best course of action is to first determine what that goal is and then decide how to help him second.

Maybe his phone is locked in the car and he needs it to call a ride. Maybe his wallet is in the car and he needs it to pay for a taxi. Maybe he wants to access his car to drive it. Maybe it's not even his car...

I'd offer to call someone for him. The police or AAA could help him get in the car (if it's his). And I'd be happy to call a friend of his to come pick him up. My point being, I'd be happy to help you accomplish your root goal, but I'm not going to blindly help a stranger gain access to a locked car.

A person who was stumbling around that much because of being drunk would be slurring their speech and would almost certainly reek of alcohol on the breath. He was not slurring his speech, but actually was quite clear spoken and polite. I'm guessing he didn't reek of alcohol either, but there's no way to tell.

In short, most people probably thought he had some other kind of problem, not being drunk.

Well I'd take his wallet first. No drunk person needs to be driving.
