It isn't the best practice, but we all try it from time to time.

They must do things pretty different in Florida than they do around here. Don't these guys ever get dispatched to anything? Don't car wrecks or burglar alarms or civilian complaints happen?

This certainly couldn't happen in the city I work for. The dispatchers know where the cops are to within about a block, and if they realize they've lost track of one they ask for a location. They're sending closest units to calls at a fairly consistant rate, and they'd notice pretty quick if someone had disappeared.
The cops don't take home their cruisers, they have to report for roll call at the beginning of their shift and turn in car keys at the end. An environment where cutting out early, especially this early and this often, is confusing to me. I just don't see how it would work.

I once saw a rural cop allowed to take off early just because he'd accidentally had his head slammed into the sidewalk.

And if they weren't doing this, the media would be slamming them for taking too much overtime.
