I guess she has little confidence that her readers will understand the concept of sarcasm without an explanation.

(When they voted against and older already replaced version of the Presidents Budget that R's put up for vote just to embarrass the D's).

Actually, it's worse than being an older version. Normal budget resolutions are over a thousand pages long. Paul Ryan's was maybe 1,500 IIRC. President Obama's was 1,900. The version put up in the House and the Senate was about 50. It could have been filled in with all kinds of garbage.
