It makes sense to not try out a new piece of technology in less than optimal conditions. Why add more variables than needed?

You youngsters might be forgiven your hubris, but it would pay you to remember that the NK rocketry program is in it's very infancy, and they have to steal the information on how to do most of the work and invent what they cannot buy or steal. It's hard work.

When the US was doing rockets back in the 1950's with our stolen german scientists - and Thank you, Dr. Von Braun...our first efforts blew up more often than they worked. When you use materials in new ways, failures happen in new ways and when you have to figure out what happened from the bits left after the explosion, well, the learning curve can be steep.

Given how poor NK is, and how hard it must be to get adequate materials to build even one rocket, I'm not sure I blame 'em for being extra careful with their rare hardware.
