The fact is he was already concealing something from the officer from the get-go. He was giving many cues "acting fidgety, carrying pocket-knife", and the officer was performing his due diligence by initiating the search. There are many consensual police encounters everyday, and they do not result in searches. Mainly because the people involved having nothing to hide.
