This is the most disturbing part of the story to me. TWO police offers respond to things in case of just such a situation as this. If someone attacks your partner, you're supposed to back them up and drop the guy who is attacking. That's the entire point of the partner system.

I thought the point of the partner system was they would police each other's actions.

He's been arrested, hasn't he? Outside the US, summary execution by police officers is generally frowned upon.
