Have we? Everything in a 10 mile radius reaches 10,000 degrees Fahrenheit in milliseconds. Causing a huge updraft which.... ummmm....OK, so maybe it's not such a hot idea after all.

You might possibly turn a category 1 into a much stronger storm by detonating h bombs underwater just ahead of the storm, which would feed on the massive quantities of steam produced. Hell, you might even be able to steer it that way. You could steer a cat 5 straight into many parts of Asia.Now THAT'S what I'd call practical.
