I hate that the routine resignation of a Prime Minister in a parliamentary democracy is often dramatically called a "fall of the government." It is not an end to democracy, just a simple change from one leader to another or from one party to another.

In this instance, the Ukrainian PM decided that his influence was being undermined by the new top officials that the President has around him (the so-called "Family") and decided he wanted to be an ordinary member of parliament again. So he resigned his post. His remaining ministers are also obliged to resign, but everyone will remain in their jobs for a little while, until the new PM and ministers are sorted out. No biggie.

From what I put together, the President is technically a head of state and part of the executive branch, but the actual highest authority in the executive branch is the Cabinet of Ministers headed by the PM. The President is elected by popular vote, while the PM is nominated by the ruling coalition (approved by the President) and approved by parliament. The PM picks most of the cabinet, but the president gets a say in a few of the spots. The PM governs until there's a vote of no-confidence by the parliament that ousts him or her. Elections of Parliament are called by the President, subject to certain restrictions.

So, to put what's going on here into context, imagine that Joe Biden got to pick the secretaries of agriculture, treasury, and education. He goes to Obama and says that he wants to go back to being a Senator. Obama says ok, and all three of those secretaries resign. Now the Dems in the Senate pick a new VP that Obama signs off on, who then has to be approved by the entire Senate. Once the new VP is passed, he would fill the cabinet posts. That's my basic understanding, anyway, except I imagine the PM of Ukraine has a lot more power in day-to-day governing than Joe Biden.

As far as what's going on from the political standpoint, the Ukrainians attempted to wean some of the power away from the presidency and return it to the parliament. They also tried to throw off Russian control in favor of more western exposure and possible EU membership. This started as a reaction to the presidency of Leonid Kuchma, who was apparently quite corrupt, and culminated in the Orange Revolution, when Viktor Yanukovych tried to steal an election from Victor Yuschenko, who had been poisoned during the campaign. Yuschenko prevailed after protests at the corruption, and Yulia Tymoshenko became PM by agreement.

But Yuschenko, who was a moderate compromise choice for the anti-government guys in the '04 election, turned on his allies and fired Tymoshenko as PM in 2005. He later appointed Yanukovych as PM in 2006, going back to the pro-Russia faction and generally pissing off everyone who'd supported him for President in the Orange Revolution. So, because Parliament hated him, he dissolved it in 2007 and called for a new election. This was almost certainly illegal, but he bullied the court by dismissing three of its members (illegally) thus preventing them from issuing a ruling. It backfired on him, though, as Tymoshenko won enough power to get herself appointed PM again. Yuschenko wasn't having this, so he tried to pull the same stunt a year later, but was blocked by Tymoshenko's party. He got his ass kicked when he ran for reelection in 2010 (winning about 5% of the vote) and has since dropped off the face of the earth.

In the meantime, Tymoshenko (the chick and PM 07-10) and Yanukovych (the Russian fan and leader of the opposition to Yuschenko) have been dueling it out. Yanukovych narrowly won the presidency in January 2010 and immediately started putting members of the Orange Revolution in jail, starting with Yulia Tymoshenko - sentenced to 7 years for brokering a 2009 gas deal with Russia in what was called "justice being applied selectively under political motivation" by the EU. He's also been leaning on the press, signing sweetheart deals with the Russians, coming down hard on any other former USSR countries trying to get independence (like South Ossetia and Kosov) and generally being a dick.

Now, recently, Ukraine had another round of parliamentary elections, and according to TFA, it looks like they returned for Yanukovych again. Although nobody is sure how free the elections actually were, nobody is biatching loud enough to cause a real fight, but Azarov has decided he no longer wants to stay on as PM. Either Azarov is jumping ship before the Ukrainian economy crashes, or he's being forced out by this "Family" mentioned in the article. So, a new parliament will form a government, and then Yanukovych's faction will propose a PM, and the parliament will either approve or disapprove the nomination and Ukraine will have a government again.
