For some reason, Florida and Texas are states I know of that allow you to pump gas before paying for it. Not surprisingly, they have a large number of drive-offs like this. Most normal states require you to pay before you fill up, because they recognize that with gas selling for over $3/gallon, people might be encouraged to fill up and drive off in the hopes the clerk is too distracted to notice.

You would think that cops would not want to engage in high-speed pursuits over a tank full of gasoline; but perhaps being Florida and Texas, they have nothing better to do.

i don't know about the actual laws concerning pumping gas here in texas, but every gas station i've been to in texas, regardless the quality of the area, in the last 10 years or more has required either a card swipe at the pump or a payment to the cashier inside before any gas is dispensed. same goes for arkansas.

Possibly in the South. I encountered it there, where the cashier looked confused when I came in to pre-pay for my gas. That was in 2004. I forget where exactly, it was probably either Mississippi or Alabama. The level of trust impressed me.

Around most of Wisconsin and Iowa you can pay after you pump at most stations; it gets you into the station to buy drinks/snacks and other stuff that they actually make money on. Stations in certain neighborhoods or with easy highway access are more likely to require prepayment, and some stations require prepay at certain hours (typically overnight, if the pumps aren't just turned completely off). Full service pumps are very rare around here; I honestly can't recall the last time I saw a full service pump or station in Wisconsin, probably at least 15-20 years ago.
In Wisconsin the penalty for driving off without paying is a fine of up to $200 for the first offense, a suspension of your license for up to 6 months for the 2nd, and automatic 6 month and 12 month suspensions of your license for the 3rd and 4th offenses. All the stations have cameras watching the pumps to get the license plate of anyone who drives off.

Why not surprisingly? These states have a failing in basic human interactions, where you pay for the services rendered to you?

I had a go at being a petrol station manager for a bit. Prices were around £1.39 per litre at the time. Still only 1 or 2 drive offs per week. You have CCTV covering the entrance and exit, so you can refer their details to the driver and vehicle licensing agency; they'lll provide you with the vehicle owner's name and address (so long as you can prove your credentials as legitimately requiring the information). You send a letter to the thief, if they don't pay up you refer it to the police.

In my job at the filling station, the company avoided pay-at-pump because there's no profit on the fuel. The money's made selling you crap instore. The tills had an option of pre-approving a certain amount of fuel sale, an option that was never used.

"Here is my credit card. I want to pay!"

"Pay for what?"

"Gas"

"What gas?"

"The gas I pump into my car."

"You didn't pump any gas into your car."

"Go ahead"

"I can't go ahead. I need some gas"

"Exactly"

...and so on an so forth

In England most fuel is paid for after and you pump yourself. Prosecution for not paying is common so I'm not sure how long it will last.

How do you fill up and prepay? presumably you don't know exactly how much fuel you can fill your tank with?

Typically you either use a credit card at the pump itself, in which case your card gets billed for whatever the total sale is, or you have to see the cashier and get change back if you've paid cash.

I'm guessing you live in either the Houston area or the Metroplex. I live in a smaller town and most of the stations allow you to pump gas first and then walk inside and pay except for some near an interstate or in seedier neighborhoods.

Here in Wisconsin, you can still pump your own. In fact I have yet to see the gas station that you couldn't.
