I think Homeland Security is like butt-enhancement surgery that has gone horribly wrong.

Terrorist, sea-floor zombies, of course.

Or you know they could be worried about those submarines drug smugglers are using, those things could be used to smuggle Omar Ackbar and his 50 pounds of cesium or strontium and 5 pounds of explosives. Bomb made of that shiat detonated in Washington or New York would ruin a whole lot of real estate.

Also a net of drones would be good for ferreting out things like Russian and Chinese attack submarines.

I wonder how good it is at evading curious/hungry sharks.

Forget the terrorists, that's good for hunting down the drug smuggling submarines.

And now I've been able to hack into some encrypted databases, and exposed some of the inner workings of the financing for the project, and to identify some of the players involved. These documents were obtained at a tragic cost, and I want all of you to make sure these get distributed as far and as wide as possible. Don't let them silence us!

I'm opposed to the development, manufacture, distribution, and use of armed drones. The bio-swimmer, however, looks like it would be perfect for preceding repair crews or rescuers. So, while it ticks me off that there is a full-fledged drone lobby group manipulating our elected representatives, I would be on board with the development of technology whose primary purpose is the preservation of human life.

...or dolphins, seals, etc., for that matter.

Look like a fish. and various creatures of the sea may be curious if you taste like one. (Even the electrical activity may make it interesting to sharks.) Or just be curious.

"Uh oh. Sir, I'm picking up that a bottlenose dolphin has decided to used unit PCZ-08 as a chew toy."
"Dammit, third one this week."

You know, you Americans are looking literally insane. Was there ever such a frightened, paranoid nation?

It has more to do with our giant military industrial complex. Any excuse to build some expensive hardware. We're all out of commies to be aferd of, so now it's the vague 'terrorists'.

Yes, also I don't think we're any more illogical than the former Soviet Union was prior to their military expenditures ripping the Soviet Union into its' component parts.

Ivy Bells. There are valid reasons for wanting the capability to remotely monitor potential underwater targets.
