So what's the zoning board going to do about this?

In America, we'd shut him down and fine him for creating an attractive nuisance. Some kid is going to get killed spelunking down there and all manner of criticism will be unleashed upon the authorities if they don't act.

In that case he could always take the "it's not mine" defense.

Failing that he could count on the support of certain republicans who know that embedding a shaft where one sees fit is an inalienable right, and if there are legitimate concerns then the earths crust has a way of like, shutting the whole process down. But some mines, they just dig so easy.

As long as he isn't actively mining anything (so not a business), isn't structurally unsound and doesn't extend beyond his property then they can't do anything. They might pop by just to make sure of this.

The mole man of Hackney had his house seized as it was structurally unsound, a danger to other properties and the tunnells extended beyond his property.
