Yeah, it's just a proposal at the moment, and he's still trying to work out the logistics like watering. The original in-article photo-caption notes it's a hypothetical example.

Residual fear from the 80s, when there was a chance that getting on the freeway could lead to you getting shot. Of course, in the 80s a lot of things could lead to getting shot in LA - gang wars were in full force and there were plenty of stray bullets flying around.
