Demographic analysis is much more likely. It can pay-off big time if you do it right.

Wrong baddie of the week. You're thinking of Autons, and that seemed too obvious. The Weeping Angels fit the "they look inanimate, but they can see you" creepiness of the spying mannequins better.

Besides, if I was going to reference the Autons, I would have used John Pertwee. ;-)

The article does suggest that's the purpose, e.g.

FTFA: Another Almax customer introduced a Chinese-speaking staff by the entrance after the EyeSee dummies showed that one-third of its patrons after 4 p.m. were Asian, according to Almax.

Which raises the question of whether they should change their motto to "Differentiated Colors of Benetton".
