They use ethanol because it has half the energy content of gasoline, meaning you get less for your money and have to purchase more gasoline.

That and the engines of older cars have a hard time dealing with the ethanol because it is highly corrosive to fuel system components and it will slowly kill them over time, leaving the owner no choice but to purchase another vehicle thus stimulating the economy.

The free market at work.

And this is why my '99 bombproof luxury sedan is still getting the mpg of modern cars (looks better) is more reliable, and will probably keep going for another 13 years.
