the problem being, NY is a money grubbing shiathole that does nothing with your tax money. If you're going with a northeast state they should try to aspire to be like MA instead.

Rule V means that once you have a deal, pass it within 48 hours. There will be losers, and they will try to stop the agreement. If you give them enough time, they will.

Rule V also means rule II is less important. When your members get more material than they can read they will follow orders. Tell them it raises taxes on the ultra-hyper-quasi-super rich while preserving the safety net. They have to trust because they can't verify. You can bury any favors you like in the guts of the bill. It preserves the safety net for forced-out CEOs by waiving taxes on bonuses and options exercised after termination. Minor detail.

Andrew Cuomo has been able to get the legislature to get it done on time the last few years. That said, the fact that it's considered a brilliant political accomplishment here doesn't speak well of how well the procedure usually goes.

Credit for that can go to David Paterson.

He figured out that if the legislature was going to yank his chain on the budget once the deadline passed, all he had to do was put his entire budget into each continuing resolution that keep the state paying its bills - so either the legislative bosses played ball and got to a deal like grownups, or they'd get bupkes. Presto, no more late budgets.

He was a lot better than I expected him to be. A guy out of the Harlem machine who got his gig through his daddy, was nothing more than a loyal party hack in the state senate, and expected nothing more than a cushy gig as lieutenant governor...suddenly put in the big chair because his boss liked to think with his dick and figured the prostitution laws he made a big deal about as attorney general didn't actually apply to him because he was the motherfarking steamroller sheriff of Wall Street...David Paterson? showing spending restraint? And picking Gillibrand as a senator instead of some city weasel?

I was pleasantly surprised.
